What happened
Quebec’s lobbying law dates from 2002. Since 2007, a minister, the lobbying commissioner, a parliamentary committee, the OECD and a public inquiry have all said it needs a major fix. Only small changes ever passed.
Why it matters to you
The law is supposed to show you who is trying to influence public decisions and contracts. On SAAQclic, a $1.1-billion project, the commissioner says it is impossible to know whether lobbying took place.
Where things stand
On 17 February 2026 the National Assembly voted 100 to 0 to ask the government to legislate. In May 2026 the commissioner wrote that the order had had no follow-up, and tabled his own complete draft law.

What the law is forÀ quoi sert la loi

The Lobbying Transparency and Ethics Act was adopted unanimously in 2002 (p. 7). Lobbyists must declare in a public registry who they work for and what decision they want to influence.

The commissioner says the law has only been changed “at the margins” since then (p. 7).

Twenty years of warningsVingt ans d’avertissements

The commissioner’s special report of 26 May 2026 has a section titled “Twenty years of converging findings: reports, bills and recommendations without an overhaul” (p. 7). It lists these milestones (pp. 7–10):

The only change that passed was Bill 6 in 2019. It moved the lobbyist registry to the commissioner and applied a Charbonneau commission recommendation on the time limit for prosecutions. The report calls these “housekeeping adjustments” that remain “far from sufficient” (pp. 7–8).

A 2017 Court of Appeal ruling (Cliche c. DPCP) also made one of the law’s key thresholds harder to prove, the report says (p. 8).

On 16 February 2026 the Gallant commission on SAAQclic recommended an “in-depth overhaul” of the law (recommendation 25, quoted on p. 9). The next day, the MNA for Jean-Talon, with six other MNAs, moved a motion asking the government “to legislate to reform” the law (pp. 9–10).

The vote was 100 for, 0 against, 0 abstentions (p. 10).

Le vote : 100 pour, 0 contre, 0 abstention (p. 10).

Three months later the commissioner wrote that this official order of the Assembly “has had no follow-up” and that “no proposal has been formally tabled by the government” (p. 10). In his words, despite the motion, “no legislative initiative has, to date,” significantly corrected the law’s known gaps (p. 6).

So: every MNA who voted supported reform. But as of May 2026 no government bill had followed, the commissioner wrote, and we found no party that tabled or formally adopted the commissioner’s draft law before the October 2026 election. (That last point comes from our own searches, which cannot prove a negative.)

The McKinsey gapLa brèche McKinsey

The motion itself cites a finding by the commissioner that the consulting firm McKinsey “communicated several times with the Ministry of the Economy and Innovation about the award of a contract.” It also notes the commissioner could not continue his investigation because the law does not apply to some acts by in-house company lobbyists (p. 9).

This does not show that McKinsey broke any rule. It shows the law could not be applied to find out.

SAAQclic: “impossible to know”SAAQclic : « impossible de savoir »

In his October 2025 brief to the Gallant commission, the commissioner said it was impossible, for citizens and for office holders, to know whether lobbying took place around the SAAQ’s CASA project (SAAQclic). An empty registry does not mean nothing happened; it reflects the law’s limits, notably the threshold that exempts some company lobbyists (p. 9).
